The old model to keep the same people together in uniform does not work in our modern, global world. It did not work in China when Mao Tse Tung dressed everyone in green and grey, it did not work in Nazi Germany with the arian race proposal, and it did not work in South Africa with the Apartheid.
Hitler made everyone looked the same in Germany and that was not only wrong, but very boring.
